

The government has commenced work on two poultry and meat processing facilities, Dr Cassiel Ato Forson, the Minister of Finance, told Parliament on Thursday.
He said the government was also rehabilitating livestock stations at Amrahia, Nkwanta, Ejura, Doba, Pong, Tamale, Babile and Busa to reduce losses and enhance value addition.
On animal health, Dr Forson said 587,014 vaccine doses had been procured towards a 1.7 million target, while 2.7 million doses were produced locally, with 2.15 million distributed, advancing progress toward vaccine self-sufficiency.
To protect farm incomes, he said government had targeted 40 million vaccinations ;70,000 for livestock and 39.93 million for poultry.
“By August 2025, 17.7 million vaccinations had been administered (44 per cent): 61,733 for livestock and 17.64 million for poultry,” he added.
“We strengthened feed safety and access to inputs. As at August, 24 feed samples were tested across nine mills toward a target of 50, and 266 livestock input permits covering 136,721 mt were approved, exceeding the 200-permit target.”
Dr Forson said the Feed Ghana Programme delivered inputs through cooperatives.
Following mobilisation nationwide, 63,039 cooperatives and farmer-based organisations (FBOs), representing 661,687 farmers, had registered on the Ministry’s portal to ensure transparent and timely input access.
“Mr Speaker, we have finalised agreements to equip Farm Service Centres with tractors and implements, combine harvesters, planters and boom sprayers. These one-stop hubs will cut costs, raise productivity and improve returns,” he said.
To deepen mechanisation, he said 120 individuals and AMSECs had received equipment, including 100 Cabrio compact tractors, 12 power tillers, 20 threshers/shellers, and eight combine harvesters.
The others were three boom sprayers, two seed cleaners, eight rice mills, 150 motorised sprayers, two orchard sprayers, three seed drills, three pneumatic planters, four silo dryers, and four cassava processors, while storage infrastructure was also being improved.
“We will complete 11 warehouses of 1,000 metric tonnes each, connect power to facilities, and provide 750,000 pallets and 50 steel sheds for 50 warehouses to reduce post-harvest losses and stabilise prices,” he said.
Dr Forson described irrigation as government’s “resilience hedge.”
Under the Irrigation for Wealth Creation Initiative, 3,520 hectares were being developed or rehabilitated in Weta, Ashaiman, Okyereko, New Longoro, Aveyime, Kpolu, Bontanga, Anum Valley and Dawhenya.
For rain-fed agriculture, 14,505 hectares were developed for cereals and vegetables, recording achievement rates of 80 per cent in Volta, 54 per cent in Eastern, 14 per cent in Ashanti, 80 per cent in Savannah, 80 per cent in Central, and 100 per cent in Upper West.
“Mr Speaker, large-scale irrigation under the Afram Plains Economic Enclave is progressing across 3,220 hectares using sprinklers, pivots and canals,” he said.
“Works stand at: Atonsu 59 per cent of 600 ha; Ekye-Amanfrom 59 per cent of 350 ha; Konadu 75 per cent of 1,470 ha; Ahinasi-Pitiku 20 per cent of 200 ha; Ataneata-Nkwantanang 20 per cent of 200 ha; and NSS-Kumawu 20 per cent of 200 ha.”
“Tamne Phase 3 is stabilising spillways, repairing flood damage and developing 700 ha, with land works 70 per cent complete. At Vea, rehabilitation of 850 ha has begun, with 322.76 ha on the right bank prioritised. Canal works, RCC pipes and desilting are ongoing, with overall progress at 40 per cent.”
Dr Forson added that the Centre Pivot Irrigation Project targets 4,450 hectares across eight regions, with community entry and surveys completed. Lonto, Sheri, Kafaba and Awate are set for Phase I.
“In parallel, 19 small earth dams and seven irrigable sites are under construction in the Upper West, Upper East and Northern Regions.”
“Completing these irrigation investments in 2026 will secure year-round production, stabilise food prices, cut imports, improve the balance of payments, support exchange-rate stability and place a durable lid on food inflation,” he said.
