

Dr Cassiel Ato Forson, the Minister of Finance, said government will begin the construction of six new hospitals for the newly created regions.
He said three out of the six regional hospitals is set to commence in 2026 alongside two district hospitals at Bole and Shama in the North East and Central regions, respectively.
Presenting the 2026 Budget Statement and Economic Policy of the Government on Thursday, Dr Forson said health remained the “heartbeat of national development,” emphasising that no country could achieve lasting prosperity without a healthy population.
The finance minister said work would also continue on a number of previously stalled health projects, including the La General Hospital in Accra, Effia Nkwanta Hospital in Sekondi-Takoradi, Komfo Anokye Maternity Block, and the Ashanti Regional Hospital at Sewua.
He said 10 of the abandoned Agenda 111 hospital projects were expected to be completed within 2026.
“These projects symbolise our commitment to restoring trust and confidence in public healthcare delivery,” he said.
The government would also upgrade seven hospitals to enhance maternal and child health services as part of efforts to strengthen healthcare access and quality.
Dr Forson said the Ghana Medical Trust Fund, known as MahamaCares, under the Ghana Medical Trust Fund Act, 2025 (Act 1144) would be operationalised in 2026 to provide sustainable financing for the treatment of NCDs and specialised medical services.
“Many Ghanaians battling chronic diseases such as cancer, hypertension, diabetes, stroke, and kidney failure often faced difficult choices between life and livelihood.
“The Mahama Cares initiative aims to ensure that all citizens receive quality healthcare regardless of income or location, in line with Ghana’s goal of achieving Universal Health Coverage,” he said.
In 2026, the minister said the MahamaCares would roll out a comprehensive NCD financing policy detailing eligible conditions, approved service lists, tariffs, and essential medicines.
The policy is expected to guarantee uninterrupted care for patients without excessive out-of-pocket costs.
Mr Forson said diagnostic and treatment centers would be constructed under a public-private partnership arrangement in major hospitals nationwide to provide testing and treatment for NCDs covered under the MahamaCares programme.
Dr Forson said the 2026 Budget Statement, on the theme: “Resetting for Growth, Jobs and Economic Transformation,” marked a decisive step in resetting, modernising, and expanding Ghana’s health infrastructure while ensuring equitable access to care for all.
