


Soon after the Office of the Special Prosecutor (OSP) in pursuant of investigations into the controversial revenue assurance contract between a private contractor, Evatex Logistics Limited and the Ghana Airports Company Limited (GACL), and had extended invitations to individuals, including Paul Adom-Otchere, a former Board chair of the GACL, the company announced it has cancelled the contract.
The date on the invitation letter was July 25, 2025 and the cancellation letter from the GACL is dated July 28, 2025.
A report by investigative journalist, Manasseh Azure Awuni says Evatex Logistics is linked to SML, a company that was paid $141 million by the government for auditing and revenue assurance contracts with the Ghana Revenue Authority (GRA) and the Ministry of Finance.
The OSP Thursday July 31, announced that it has interviewed and formally charged Adom-Otchere and two others. However, Adom-Otchere was unable to meet his bail conditions.
According to the OSP, he was required to present two landed properties (of no specific value) registered in his name. However, he informed the OSP that he does not own landed property in Ghana, and as a result, he remained in custody until the bail terms were satisfied.
The two other persons are Otchere Kwame Baffour Awuah – Group Executive, Commercial Services, GACL and Albert Adjetey Adjei-Laryea – CEO of Devnest Systems.
Adom-Otchere, the OSP says is under investigation in connection with the revenue assurance contract between the GACL and a private firm owned by the proprietor of Strategic Mobilisation Ghana Ltd (SML). The OSP indicated it is examining possible procurement breaches, including a sole-sourced contract awarded to a company other than the one approved by the GACL Board.
The OSP Friday August 1, 2025 however, announced that it has accepted revised bail conditions proposed by legal counsel for Adom-Otchere.
The OSP said the revised terms, which meet the objectives of the original bail conditions, have been secured by the Jospong Group of Companies, acting as surety.
“The matter remains under active investigation by the OSP,” the Office said.
