The Deputy Minister of Education, Dr Clement Apaak, has urged graduates of the Ghana Communication Technology University (GCTU) to view inclusive education as a national development imperative rather than an act of charity.
He emphasized that the country’s rapid adoption of financial technology, artificial intelligence, and other digital tools must not exclude any segment of society but should provide fair opportunities for all.
Addressing the 35th Congregation of the University in Accra on Saturday, Dr Apaak, speaking on behalf of the Minister for Education, said Ghana’s progress depended on innovation that expanded access and ensured that no community or learner was left behind.
Dr Apaak added that digital advancement must also support learners with disabilities and promote accessible learning for everyone.
He highlighted initiatives such as Free Senior High School, the no-fee-stress admission system, and free education for persons with disabilities as key milestones, but stressed that more needed to be done to strengthen inclusive education.
“This is not charity; it is a strategy for national strength,” he said.
Dr Apaak identified barriers affecting rural learners, girls from low-income households, and persons with disabilities, noting that inadequate infrastructure continued to limit access in some communities. “We cannot build a digital economy that leaves them out,” he emphasized.
The Deputy Minister outlined government measures aimed at addressing these gaps, including investment in digital infrastructure in underserved districts, assistive technologies for learners with special needs, accessible curricula, and targeted teacher training.
He added that partnerships with the private sector were expanding connectivity and improving access to devices for learners.
Dr Apaak urged the graduates to think inclusively, build sustainably, and support others on their professional paths. He also commended parents, lecturers, and the GCTU administration for their contributions to the graduates’ success.
