
The former Director-General of the National Signals Bureau (NSB), Kwabena Adu-Boahene, has been remanded into custody for seven working days by the General Jurisdiction ‘8’ of the Accra High Court.
The order was issued today by Justice Eugene Nyante Nyadu following in-camera submissions from both prosecution and defence teams regarding a bail application.
Mr. Adu-Boahene, together with his wife, Angela Adjei Boateng, and Mildred Donkor, a former bank relations officer, face 11 criminal charges including conspiracy to launder money, money laundering, stealing, and using public office for profit. They have all pleaded not guilty.
During proceedings, defence counsel Samuel Atta Akyea argued that any remand should include weekends, a prayer Deputy Attorney General Dr. Justice Srem Sai opposed. The court sided with the prosecution, emphasizing the need to balance the liberty of the accused with the state’s interest in securing crucial witness statements.
The judge explained that the court’s decision to remand Adu-Boahene was informed by concerns raised by the Attorney-General about potential interference with witnesses. The remand is expected to aid the prosecution in preparing its witness statements.
The case has been adjourned to Monday, May 13, 2025, for further directions.
Meanwhile, Angela Adjei Boateng and Mildred Donkor were both admitted to their previous bail terms. The three, along with their jointly owned company, Advantage Solutions Limited, were first arraigned on April 30 and are accused of misappropriating GH?49 million meant for a cyber defense system.
According to the prosecution, Mr. Adu-Boahene, while serving as Director-General of the Bureau of National Communications in 2018, co-founded a private company called “BNC Communication Bureau Limited” — bearing a striking resemblance to the official agency’s name.
In January 2020, he reportedly signed a GH?49 million contract with Israeli company ISC Holdings Ltd. for cybersecurity software on behalf of the National Security Council.
The prosecution claims the software was never delivered, and investigations found no record of its receipt by any relevant government entity. Instead, the GH?49 million was allegedly funneled through a network of companies controlled by Advantage Solutions System and used to acquire properties in Accra, Kumasi, London, and a fleet of luxury cars.
Prosecutors further allege that the funds supported the lavish lifestyles of the accused and their associates. The state maintains that the misappropriated funds were equivalent to about $7 million.
