Dr. Donald Agumenu, a project management and leadership expert, believes that effective leadership and strategic direction will be critical for the successful implementation of President John Mahama’s 24-hour economy policy.
Dr. Agumenu, in a detailed analysis of the policy, highlighted that strong governance, teamwork among key sectors, and prudent resource allocation will determine its success.
“Political governance in this rapidly changing business environment requires effective leadership and competitive strategy to tackle complex economic, social, and political challenges,” Dr. Agumenu stated.
He stressed that implementing the 24-hour economy policy requires coordinated efforts across transport, security, energy, commerce, public services, and infrastructure.
He noted that inter-organizational strategy and collaboration among sector leaders are necessary to create a supportive and conducive environment for productive economic activities.
“Teamwork makes the dream achievable and easy. To realize an efficient and viable 24-hour economy, effective teamwork among different sectors is crucial. This approach calls for a collective strategy benchmarked on Key Performance Indicators—requiring industry, healthcare, education, security, infrastructure, commerce, and a robust purpose-driven government machinery to build a system that supports non-stop economic activity,” he explained.
Dr. Agumenu also pointed to the 2025 NDC Budget as a step toward economic revitalization, particularly in micro-enterprises, agribusiness, and women’s economic empowerment.
He believes that programs such as the National Coders Programme, National Apprenticeship Programme, and Women Development Bank can drive job creation and industrial growth.
Regarding education, he stressed the need to invest in vocational and technical training, stating: “If we must truly industrialize and grow our nation and for that matter Africa, key attention and investment must be directed to technical and vocational education and capacity building to support critical industries. The National Apprenticeship Programme should serve as a catalyst for Ghana’s industrial revolution. A skilled labor force should be handy for both domestic and international markets.”
Dr. Agumenu also underscored the importance of public-private partnerships (PPPs) in realizing the 24-hour economy, urging state enterprises to adopt a competitive business mindset to ensure profitability and job creation.
For Mahama’s vision to succeed, he emphasized the need for clear goals, transparency, accountability, and prudent governance, concluding: “For President Mahama to achieve his revolutionary vision of transforming Ghana into a 24-hour economy and meet the expectations of the Ghanaian people and the investor community, it is first and foremost very important to accept the fact that this will be a daunting task but attainable with realistic goals and critical investment of time, finance, human resources, and commitment from sector leaders and team members.”
