
A Development Economist, Dr George Domfeh has opined that the first 2025 Budget to be presented on Tuesday, March 11 will not be any different from the last budget presented by the erstwhile Akufo-Addo administration.
Dr. Domfeh believes that the erstwhile government has already laid the foundation for a resilient economy through its Post Covid Program for Economic Growth (PCPEG).
In an interview with TV3 on Monday, March 10, 2025, he said the only target which should be a key concern for government is to achieve the objectives set by the PCPEG.
“I don’t think we will hear anything too different from what we heard from the last NPP’s budget because the PCPEG is still the main centre of attraction and so most of what we are going to do is to make sure we achieve the fundamental targets of the PCPEG,” he stated.
The PCPEG program is based on the government’s Post COVID-19 Program for Economic Growth (PC-PEG), which aims to restore macroeconomic stability and debt sustainability and includes wide-ranging reforms to build resilience and lay the foundation for stronger and more inclusive growth.
Although he believes the NDC government will fulfill their promise of scrapping the E-Levy, Covid levy and betting tax, Dr. Domfeh noted that it will not be any extraordinary move for government as the erstwhile administration also scrapped taxes.
“Apart from the taxes that the NDC has promised to scrap which is the Covid levy, betting tax and E-levy and even if they do that would not be the first time as a country, we are doing that because when Ofori-Atta became Finance Minister, you remember we had to scrap some taxes,” he added.
He further commended the former finance minister, Ken Ofori-Atta for what he said was successful negotiations with the IMF under his leadership.
“Most of the negotiations that he led he did so well because his understanding of the financial market was superb and that helped him to negotiate well for Ghana
“Sometimes I think Ghanaians have not been too fair to him. At the time the debt was coming down, I heard comments that its because the global market has confidence in President Mahama. That’s not true because debt actually hit $60 billion at the end of 2021 and even while Ofori-Atta was Finance Minister, debt has started dropping until recently it dropped to $44 billion,” he added.
