
The Public Procurement Authority (PPA) has denied granting approval for a $1.7 million single-source procurement contract allegedly awarded to Ostec Limited by the Ministry of Finance.
In an official press release dated March 2025, the PPA clarified that letters circulating on social media claiming the authority approved such a contract are false.
“It has come to the attention of the Public Procurement Authority of a letter circulating on social media, purporting to grant single-source approvals to the Ministry of Finance for the engagement of Ostec Limited in respect of the implementation of Middleware and Oracle Business Intelligence Enterprise Edition with data warehouse. We wish to clarify that the Authority has not granted any such approvals. We therefore entreat the general public to ignore the said letters in circulation,” the statement, signed by PPA Chief Executive Frank Mante, reads.

The clarification follows Finance Minister Dr. Cassiel Ato Forson’s earlier rebuttal of allegations that he personally approved a single-source procurement deal. In a Facebook post on March 22, 2025, Dr. Forson described the claim as “completely false” and reaffirmed his commitment to transparency and responsible economic management.
The PPA’s statement further reinforces the government’s stance against misinformation regarding procurement processes.
