Speaking at the Munich Security Conference 2025 on February 14 in Germany, President John Dramani Mahama made a strong case for reforming the United Nations Security Council, calling it outdated and unrepresentative of today’s global order.
“I think that the UN itself has carried out many reforms in terms of trying to increase efficiencies that it has, but one place that has remained static, archaic, and moribund is the Security Council.“
Mahama emphasized that developing nations have long pushed for change, but the structure of the Council has remained largely unchanged, failing to reflect modern geopolitical realities.
A key element of his argument was the need to expand the number of permanent members, ensuring a more inclusive and balanced representation of global interests.
“The veto should not be a stumbling block to adding new permanent members to the Security Council.“
Mahama acknowledged that the veto power remains a contentious issue but suggested that expansion should be prioritized first, with the veto question addressed later.
Beyond Security Council reform, Mahama also called for stronger partnerships between the UN and African regional organizations to enhance peace, security, and economic growth. He stressed that in an era of increasing global fragmentation, multilateralism and cooperation are more critical than ever.
“In order that they can respond to these challenges, the UN becomes more relevant even today in a fragmented world, because when there is fragmentism we need more multilateralism, more global cooperation.“
He also pointed to urgent global challenges such as climate change, underscoring the need for collective action.
“We have more challenges today, climate change and all that we need to work together, we can’t leave this planet.”
President Mahama concluded his remarks with a strong appeal for nations to set aside differences and work together for the common good.
“This is the only planet we have, the only way we can save this planet is when people are working together.”
