
The Ghana Interbank Payment and Settlement Systems (GhIPSD) Limited has appointed Clara B. Arthur as Chief Executive Officer, marking a significant leadership change at the country’s primary payment infrastructure operator.
Mrs. Arthur, who will assume the role on 1 September, brings extensive experience from the banking sector and international financial services. She previously held senior positions at Fidelity Bank Ghana and E Process International S.A within the Ecobank Group, where she specialised in information technology and payment solutions.
The appointment comes at a critical juncture for Ghana’s financial services sector, which has witnessed rapid growth in digital payments and mobile money adoption.
GhIPSS, established in 2007 as a wholly-owned subsidiary of the Bank of Ghana (BoG), operates the backbone infrastructure that enables electronic transactions across all domestic banks and financial institutions.
“We are confident that Mrs Arthur will bring a fresh perspective and strategic vision to GhIPSS, and will help lead the institution into the next phase of growth and success,” Dr. Johnson Asiama, Governor of the Bank of Ghana and chairman of the GhIPSS board said.
The organisation manages five major payment systems, including the national biometric smart card system e-zwich, the gh-link switching network, and the recently launched GhanaPay mobile money platform. These systems process transactions for all Ghanaian banks, rural and community banks, savings and loans companies, and third-party payment service providers including international card schemes and fintech companies.
Mrs. Arthur’s appointment follows her tenure in private consultancy, where she provided technical guidance on IT and payment solutions. Her background spans traditional banking operations and emerging payment technologies, positioning her to navigate the evolving landscape where established banks compete with agile fintech operators and mobile money services.
“I am honoured to step into this role at this pivotal time. It is more of a return for me and I look forward to working alongside this talented team to continue the legacy of GhIPSS,” Mrs. Arthur said in a statement, where the board also expressed gratitude to outgoing chief executive Archie Hesse for his leadership during his tenure.
The appointment occurs as the domestic payment sector faces mounting pressure to modernise infrastructure and expand financial inclusion. Mobile money transactions have surged in recent years, whilst international payment processors and local fintech companies have increased competition in the electronic payments market.
Mrs. Arthur’s appointment takes effect as the BoG continues implementing policies to promote financial inclusion and strengthen the domestic payment infrastructure.
