The Ministry of Special Development Initiatives has pointed out that there is a legitimate reason behind refusal to pay upfront, for contractors to mobilize to the various designated sites.
Speaking on the Ultimate Breakfast Show, Communications director for the ministry, Moro Kabore indicated that government has had bad experiences with contractors who received upfront payments informing their decision.
He was responding to a stalled ten seater toilet project at the Kwadaso Nzema M/A JHS which had been abandoned by the contractor for lack of funds and logistics
A site overseer told Ultimate News’ Ivan Heathcote – Fumador, “the site has been abandoned and in the past three weeks, all their boys some of who came from Obuasi have all left.”
“The contractor says he has run out of money and as I speak there is no cement, no blocks and nothing here they can work with,” she added.
Mr. Moro Kabore however indicated that several contractors had submitted certificates of work awaiting the finance minister’s approval and payment after which he was sure some of the contractors will be comfortable to return to site.
He told host Julius Caesar Anadem, “You see with our contractors, because of past experiences, we didn’t give them mobilization. With some of the projects which seem to have stalled, what is currently happening is that they have raised certificates for payment and I am sure that when the ministry of finance pays them, they will definitely come back to complete the projects.”
On the issue of the difficulty to find projects outlined in the ministry’s list of allocated projects, Mr Kabore said his ministry was now drawing a mapping of all the projects for easy location and monitoring of the said projects.
