Nigeria's Buhari seeks parliamentary nod on $23 billion in foreign loans
ABUJA (Reuters) - Nigerian President Muhammadu Buhari has asked parliament to approve $22.72 billion of foreign borrowings tied to infrastructure and other projects, according to a letter seen by Reuters on Friday, after a similar request three years ago was rejected.
