In an effort to promote voluntary tax compliance, enhance domestic revenue mobilisation and expand financial inclusion within the informal sector, Ghana Revenue Authority (GRA) has launched the Modified Tax System (MTS) and Sustainable Tax Education Program in Accra.
This initiative will enable traders, artisans and micro and small enterprises – particularly members of the Association of Small-Scale Industries (ASSI) and other trade groups – to register, file taxes and access credit digitally through a seamless and secure system.
The technology backbone for this initiative is being provided by Eban Capital Ltd. – a leading Ghanaian digital financial technology and advisory company – working in close collaboration with MASLOC and GRA.
The system enables informal sector participants to build verifiable tax and credit records that improve their eligibility for digital loans and financial products from MASLOC and partner financial institutions integrated into the platform.
The MTS-MASLOC integration pilot phase is scheduled to commence in December 2025, ahead of a nationwide rollout in 2026.
This exemplifies government’s commitment to leveraging digital innovation for inclusive economic growth while empowering MSMEs – the backbone of Ghana’s economy – to transition into the formal financial ecosystem.
This initiative also aligns with Ghana’s broader digital transformation agenda and AfDB’s strategy to support sustainable revenue mobilisation and access to finance for small enterprises across Africa.
Revenue mobilisation shortfalls in the country lead to significant gaps between potential and actual revenue, impacting government’s fiscal space for spending and its ability to fund development projects.
For instance, Ghana missed its target by 5.5% in a recent fiscal period – representing a significant shortfall that has implications for fiscal management and the country’s IMF programme.
