
The Office of the Auditor-General has launched a comprehensive nationwide payroll audit targeting Ministries, Departments, Agencies (MDAs), and subvented organizations under the Government of Ghana’s payroll system.
This sweeping audit, covering January 2023 to December 2024, aims to eliminate ghost names, detect financial irregularities, and ensure that only legitimate employees remain on the payroll.
According to an official notice signed by Auditor-General Johnson Akuamoah Asiedu on March 28, 2025, the audit will involve a physical headcount and a thorough review of payroll records, including salary vouchers, employment files, and staff nominal rolls.
The directive, issued under Article 187(3) of the 1992 Constitution and Section 11(2) of the Audit Service Act, 2000, mandates full compliance and grants auditors unrestricted access to all relevant documents.
According to a report by Graphic Online, the Auditor-General’s team will scrutinize compensation budgets, lists of newly employed and separated personnel, salary payment vouchers, and records of staff on study leave, interdiction, or secondment. Staff will be required to present National ID cards for verification during the headcount.

This payroll audit follows growing concerns about payroll fraud and financial inefficiencies. In 2022, the Auditor-General uncovered GH¢17.8 million in unearned salaries paid to non-existent workers.
Affected institutions have been directed to submit all required documents promptly, as the physical headcount is set to begin in April 2025.
A final report will be submitted to Parliament upon completion of the audit.
