
Some staff of the Driver and Vehicle Licensing Authority (DVLA) are complicit in illegal activities, working alongside ‘goro boys’ to charge unauthorized fees from customers, according to the Authority’s CEO, Julius Neequaye Kotey.
In an interview on TV3’s Hot Issues on Sunday, March 30, Kotey revealed that despite efforts to clamp down on middlemen, some DVLA staff were actively engaging in these fraudulent practices.
“We have discovered that some of our own people are part of the ‘goro boys’ who extort money from customers. This is a challenge we are tackling head-on,” he stated.
He further emphasized the seriousness of the issue, revealing that he had already taken action against some culprits within the DVLA.

“The overcharging is not only done by the ‘goro boys’; some of my staff are part of it. I have cautioned one person in Takoradi,” he disclosed.
Kotey also addressed the prolonged delay in the issuance of driver’s licences, citing financial constraints as the cause. Upon assuming office, he inherited a backlog of unprinted licences due to outstanding debts owed to suppliers of essential printing materials.

“The one-and-a-half-year backlog of licences has now been printed,” he assured, highlighting efforts to improve efficiency at the DVLA.
To enhance accessibility, the DVLA plans to extend the issuance of customised number plates and other essential services to regional offices, beginning in April 2025.
“We are losing funds due to people’s struggles to access our services, thus the decision to open new offices across the country,” Kotey explained.
