Minister-designate for Communications, Digital Technology and Innovations, Sam George has disagreed with the claim that the Cyber Security Authority (CSA) should be under the remit of the Ministry of National Security, and not the Communications Ministry.
He said the best architecture for the CSA is Communications Ministry.
The nominee explained before the Appointments Committee of Parliament during his vetting on January 30, 2025 said: “If you move the Cyber Security Authority solely under the National Security Ministry, it assumes a fully militarised, weaponised tool.”
He explained that out of the five core mandates of the Authority, only one cuts across issues of security, hence its four other mandates will suffer if it’s moved to the National Security Ministry.
“I think that when you look at it holistically that will not be the best architecture. When you look at best case situations like in India, Singapore and Rwanda you realize that you keep your Cyber Security Authority under the Communications Ministry because Cybersecurity has five interfaces.
“There’s the public interface which deals with the citizens then there’s an international phase which deals with multilateral and bilateral stakeholders, you’ve got the industry phase as well where you talk about professionals in the sector, you’ve got the policy formulation which is largely what the Ministry will lead and then you’ve got the security and intelligence so of five interfaces, four of them are civilian and only one of them is security.
“So if you move it under your National security it becomes difficult to have the full benefit of the four other phases. ”
He assured that when given the nod he will ensure “collaborations between the Communications Ministry and the National Security outfit to ensure that the synergies are built.”
