Governance expert Edem Senanu calls for examination of president’s refusal of LGBTQ+ bill

Governance expert Edem Senanu has called for a thorough examination of the implications of President Akufo-Addo’s refusal to assent to the LGBTQ bill, which was passed by Parliament and submitted to the presidency on February 28, 2024.

Speaking in an interview with 3FM’s Beatrice Adu on Midday News on January 14, 2025, Mr. Senanu noted that the president’s decision has raised critical questions about its potential impact on governance and legislative processes.

“It’s important to note that Parliament had completed its work and sent the bill to the president as required. However, the president refused to assent to it, and we need to look into what the implications of this refusal are for future legislative procedures,” he explained.

He further highlighted that such a scenario, where the executive declines to approve a bill with significant public interest, could set a precedent that may influence future interactions between the executive and the legislature.

Mr. Senanu also commented on the evolving political dynamics surrounding the LGBTQ bill, cautioning against drawing early conclusions about President Mahama’s stance, given recent indications of shifting positions.

“This is still early days for President Mahama to appear to be shifting goalposts, but it’s something we should watch closely as it develops,” he remarked.

The LGBTQ bill, which has been a focal point of national debate, was widely anticipated to receive swift presidential approval following its passage by Parliament. However, President Akufo-Addo’s refusal has sparked mixed reactions, with governance experts and civil society groups urging the establishment of a clearer framework for handling such critical matters in the future.
