The Citizens Movement Against Corruption is demanding an immediate explanation from the Finance and Energy ministers regarding the expenditure on the Pwalugu dam.
President Akufo-Addo in 2019 cut sod for commencement of the $993 million project intended to serve three main purposes, irrigation, hydropower generation and flood control.
The entire project was to take about four years to be completed, but since the sod -cutting ceremony five years ago, the project has stalled with nothing to show even though the state has expended some $12 million as per the Auditor General’s report.
Co-chair of the Citizens Movement Against Corruption, Edem Senanu, says the Energy Minister should appear before Parliament to account for the project.

“We need to develop a culture where people are held accountable for their actions and inactions and in this case, the Finance and Energy ministries must immediately explain why we have spent so much on the project and yet there’s nothing to show. They must immediately explain,” he said on 3FM’s Hot Edition on May 27, 2024.
He added that the arbitrary wastage of public funds on what he described as “ghost projects” is a drain on the country’s public purse.
Meanwhile, the Minority says it will do everything possible to demand accountability for the funds allocated to the planned construction of the Pwalugu Multi-purpose Dam in the Upper East Region.
According to John Jinapor, the project in the Talensi District, which was earmarked to be constructed by the New Patriotic Party (NPP), has not seen any development with just a few months left in its tenure.
The project, for which sod was cut in 2019, was expected to consist of a hydro-solar hybrid system with 60 MW hydropower and 50 MW solar power and to be completed in the second half of 2024.
