
Her Honour Halimah El-Alawa Abdul-Baasit of the Dansoman Circuit Court presided over a case involving 60-year-old Abdul Rasheed Chembra, an Indian national and driver, who has been charged with defrauding an Iraqi businessman of $30,000 under false pretence.
The charge, brought under Section 131(1) of the Criminal and Other Offences Act, 1960 (Act 29), alleges that in August 2024, Chembra deceived Mr. Yaqoob Abdullah Shaban into handing over the sum of $30,000 under the pretext of supplying him with 250 kilograms of gold—a claim the accused allegedly knew to be false.
According to the prosecution, the complainant, Mr. Shaban, a businessman and humanitarian residing at Randy Hotel in Alafia, Darkuman, met the accused at the hotel where Chembra introduced a purported gold business opportunity.
Lured by the promise, Mr. Shaban handed over the money. However, the gold was never delivered. The accused later claimed the deal had collapsed and promised to refund the money.
On October 3, 2024, Chembra made a partial repayment of $10,000. A formal complaint was subsequently lodged at the Darkuman Police Station on May 3, 2025.
Investigations led to Chembra’s arrest. While on police inquiry bail, he refunded an additional $1,000, bringing the total refunded amount to $11,000—leaving a balance of $19,000 still owed.
The accused pleaded not guilty in court.
Her Honour admitted Chembra to bail in the sum of GH¢20,000 with three sureties. Two of the sureties must be public servants earning not less than GH¢3,000 and residing within the court’s jurisdiction.
The third surety must be justified with property title deeds. Additionally, Chembra is required to deposit his passport with the court registry and report to the police every two weeks until further notice.
The prosecution has been ordered to file all disclosures and witness statements by July 23, 2025, when the case management conference (CMC) is expected to begin.
