

The Institute of Statistical, Social and Economic Research (ISSER), University of Ghana, has issued a clarification regarding the progress of the government’s Agenda 111 health infrastructure projects.
The Institute stated that the initiative was at various stages of completion across different sites, and not uniformly 92 per cent complete as recently reported by some media outlets.
The clarification follows media coverage of the launch of the Ghana Social Development Outlook (GSDO) 2024, where findings on health sector developments, including updates on Agenda 111, were presented.
Rev Prof Adobea Owusu, lead author of the health chapter in the GSDO 2024, explained that the figure “92” cited during the presentation refers to the number of project sites currently under construction, not a percentage representing the overall completion of the entire Agenda 111 initiative.
“As of May 27, 2024, progress across the Agenda 111 project sites ranged from projects that were just beginning to those that had reached about 82% completion. It is important that this distinction is clearly understood, especially given the scale and national significance of the initiative,” she said.
Agenda 111 is the Government of Ghana’s flagship health infrastructure programme, aiming to establish 111 new hospitals nationwide.
Updates shared during the GSDO 2024 launch indicated that approximately 92 sites, encompassing district hospitals, psychiatric hospitals, and isolation centers, are currently undergoing construction, with each site progressing at its own pace.
Prof. Peter Quartey, Director of ISSER, emphasised the importance of accurate and nuanced reporting of research findings. “We appreciate the media’s partnership in disseminating insights from the 2024 edition of ISSER’s flagship Ghana Social Development Outlook.”
Prof. Quartey noted that those findings were meant to inform public discourse and policymaking, so “ISSER counts on its esteemed media colleagues to help ensure the right messages are conveyed.”
